Common Memorandum of Understanding (MOU) for
LEAs and EPPs in North Carolina
Seeking Public Comment and Feedback
In summer 2020, the North Carolina Association for Colleges of Teacher Education (NCACTE) was approached by the NC Department of Public Instruction to initiate work on a common Memorandum of Understanding (MOU) as an option that could be used by school systems (also known as Local Education Agencies, or LEAs) and educator preparation programs (EPPs). As rightly noted by some policymakers, developing common MOU language could help to proactively address state-level educator preparation program needs. LEAs and EPPs alike can benefit from this work as partners in the North Carolina educator pipeline. We recognize that this work is important to a wide variety of stakeholder groups; we hope that all these groups will contribute feedback to the ongoing evolution of this document.
Beginning on February 8, 2021, a draft of the Common MOU document will be available for public comment. We have developed this document with three principles in mind: 1) Authentic Engagement, 2) Focus on Flexibility and Sustainability, and 3) Transparency and Timeliness. Specific information on each of these is available in the draft document:
